Lost Christmas #2A/8: Ward 24 Key (Story-Based Puzzle Series)

This is a supplemental geocache to the main series of mystery caches. One can find this cache for its own sake, or to as a stage to solving the second puzzle: GC8T2N4.

The cache itself is just located several meters off a nice paved path in this suburban part of Richmond. It's a nice walk any time of the year. THE CACHE IS NOT LOCATED ON PRIVATE LAND DO NOT TRESPASS AND OBEY THE SIGNS.

PS. The clue is in the bag with the logbook. Please disregard what is written on the container itswlf as it may be confusing. Sorry.
