I have driven passed many, many caches..... sometimes you can't be bothered stopping, sometimes you simply cannot stop for all of them. Maybe you are on a streak and want to save 'easy' ones for rainy days.... but I was once caching in a group and we were all signing the log, and this cacher said the cache "wasn't worthy" of being logged as it was only a D1.5/T1.5..... not sure what logic they were using, but you have to go with whatever you want, as long as you enjoy it. D1.5/T1.5 caches make up 30% of the total global number of caches.
Well, needless to say that person will not likely qualify for this challence.... but, seeing as this hide is a D1.5/T1.5 itself, maybe it also would not be worthy.
The hide IS at the posted coordinates, but you cannot just find the cache, you must complete the challenge!
The ACT is very fortunate to have many challenge caches, from the UGC series to more bespoke challenges such as the Canberra Mapping Challenge. Challenge caches give all of us something to strive for in particular and broaden our caching experience.

As always, there is no time limit and no requirement for where you find your hides. This hide CAN count as it is a D1.5/T1.5. You can also sign the physical log at any time and log a 'Note'
