This is a Wherigo cache. You can download the file for it right here. You'll need a GPS or smart phone capable of running Wherigo carts, or find someone who has such a GPS. More information on Wherigo caches can be found here.
You should start at the given coords and park. You'll need to answer three questions from signs in this area, before driving to the next area (another parking lot) where the final is located.
