Smiling Jack is a victim of this pandemic. He was going to open up a development for all the dinosaurs moving onto the area. Had the land all picked out and was awaiting for the State to give approval to his area. However, the State has been dealing with this pandemic, forcing the people charged with approving his development area to isolate and then do other things than his permit. As you can guess Smiling Jack's creditors became impatient to have their money. These are the short sighted dinosaurs that only care about the money.
