Cache is not at the posted coordinates. You'll need to complete the accompanying Adventure Labs to work out where it is. There is no need to go anywhere dangerous like on the motorway (obviously!)
IMPORTANT:
Unlike most AdLabs each location takes you to where the photo was taken NOT where the answer is. You need to find "The Watcher" in each photo (zoom in), try to line up the remaining old buildings you see today with the same buildings in the old photos and go to where "The Watcher" was standing at the time. Don't worry though. If you're struggling each AdLab stage also includes hint/spoiler coordinates for where the answer can be found.
