While it's available 24 hours, it may be prudent to search before late night hours. You'll know you're on the right track when you see a streetlight with streetsigns, and covered public utility boxes.

Rose Garden Place neighborhood was originally developed in the early 80's in a steadily growing residential area near Deer Valley Airport, which began as a private runway in 1960. The City of Phoenix purchased the surrounding land in 1971 and allowed industrial parks and professional buildings to establish the area, and Rose Garden Place in three phases (you're in Phase Two) was planned to house families working nearby.
