The cache is not at the coordinates given above. The coordinates are given after completing the 5th stage of Pipers Lagoon Adventure Lab. This stage can be found by going to "View 5 Journal Entries" on the opening page then clicking to the fifth journal.
Due to poor GPS preformance in tree cover, the preform is 10 steps North of the fire hydrant.
