The cache is not at the posted coordinates, but is within a mile. To get the coordinates, you must complete the Rogue Valley Canine Adventure. When you're done with the Adventure, come back and calculate the final coordinates of the cache as specified here:

where NNNN = A + B + C + 800
and WWWW = C + D + E + 800
Values for A,B,C,D,E are given in the journal entries for each location in the Adventure, unlocked after you complete each one. The hide is typical, although BYOP.
