In meteorology, an okta is one eighth of the total area of the celestial dome. The term is used as a measure of cloudiness (one okta means that one eighth of the sky is obscured, two oktas that one quarter is obscured, and so on).

Stull's Cloud Cover Tutorial page describes this measure in great accessible detail. Eighths are a good fraction to understand and visualize.
I wimped out on having the puzzle have a series of images where you would need to determine whether the sky was 3 okta or 4 okta. That is too subjective without experience.
