Located at what the plaque titles Balcom Square, though it appears to be more of a triangle shape. Named after Samuel R. Balcom who represented the riding of Halifax in the House of Commons in the 1950s. Before he entered politics, he was a pharmacist owning Balcom and Chittick Drugs which appears to have had locations on the corners of Queen and Spring Garden as well as what has since become a bustling sandwich shop on the corner of Robie and Spring Garden.
