In 1821, the Santa Fe Trail was opened as a commercial route between Missouri and New Mexico. Council Grove was a vital stop on the Trail as the journey became much more dangerous beyond that point. This area was mentioned by travelers as early as 1820, and in 1825 a treaty was negotiated with the Osage Indians for a right-of-way for the Trail. Part of that right-of-way later became the main street of Council Grove. Later, the Osage were moved farther south. In 1846, the Kanza Indians signed a treaty ceding their reservation land along the Kansas River near Topeka in exchange for a new but smaller reservation along the upper valley of the Neosho River near Council Grove. In April 1847 they moved to the new site. That same year, Seth M. Hays became the first settler in what would become the settlement of Council Grove. He established a trading post for the purpose of trading with the Indians. Santa Fe Trail use declined when rail lines were extended to Santa Fe, NM in 1890.
