Container not at the given coordinates, but at the visible waypoint
I enjoy finding challenge caches, so I've set up the Hwy 118 Challenge Alley along a section of L.A. Avenue in order to share some favorite challenges I've encountered in my travels. Most caches are north of Hwy 118 on farm roads, with reasonable nearby parking. Cache containers are varied. Normal challenge cache rules apply: you can find the cache and sign the paper log at any time, but you cannot claim an online smiley unless you also meet the challenge conditions described below, as verified by the Project-GC challenge checker linked below. I will validate your find using that checker - there is no need to provide proof unless you wish to do so. Non-qualified finds can and will be deleted.
During my geocaching travels in Oct 2020 as I was visiting my daughters in DC & Pittsburgh, I found the the Elves' Challenge Trail and some really neat challenges. This was their GC8TJ7K, and they were kind enough to allow my to replicate it here.

.....of geocaching.com, in Order to form a more perfect Union, establish Caches, insure Finds, provide for the common Enjoyment, promote the general Welfare and secure the Blessings of Smiles to ourselves and our Cache Owners, do Accept and Fulfill this Challenge for the expansion of Numbers Found.
CHALLENGE:
log as FOUND a Required Minimum Number of caches in at least 13 US states /or 12 states and wildcard Washington DC.
TWIST:
minimum FOUND caches in each area must be AT LEAST equivalent to the order each specific state was ratified or admitted to the Union. The District of Columbia was formed after the first 13 colonies were ratified. As a "wildcard" it is assigned a value of "1" for the purpose of this challenge. DC is NOT a state.
At a minimum to meet the challenge you will have logged a total of 79 caches NOT INCLUDING this one. By comparison, west-coast caching would necessitate 233 finds for the six states of California, Oregon, Washington, Arizona, Nevada and Idaho .... and 99 just for Hawaii and Alaska.
PROVIDED REFERENCE ITEMS:
(1) A list of states and values needed. Remember ... only 13 are required.
(2) A challenge checker to confirm your qualifications or to check your progress:

"Thanks to The Leprechauns in Pittsburgh PA for letting me borrow wording from their version of this challenge cache."
