Indian River Road – Kempsville Road (IRK) Intersection
Is the Most congested intersection in the City of Virginia Beach
with over 106,000 vehicles per day.
March 2020 the Continuous Flow Hybrid Intersection was completed.
The design combines two innovative approaches:
- Indirect left turns to the north and south on Kempsville Road.
- Median U-turn lefts to the east and west of the intersection on Indian River Road.

FIGURE OUT HOW TO ARRIVE SAFELY TO THE PARKING COORDINIATES
This is where the DIFFICULT 3 comes into play.
Indian River Road Left turns are “Displaced Left Turns”
(also called “Michigan Lefts” developed in 1960)
To Make a left turn off Indian River onto Kempsville
*Cross Over Kempsville at the intersection
* Make a U-turn at a median crossover where there is a traffic light.
Kempsville Left turns are “Indirect Left Turns”
To make a left turn off Kempsville onto Indian River
Left-turn vehicles cross to the other side of the opposing through-traffic in advance of the main intersection.
NOTE: When you are doing this cross over traffic appears to be coming head on.
YES, this is stressful at night or in the rain. Can’t imagine adding fog!
This is probably easier on new drivers, unless their parents are with them and yelling
“WE’RE GOING TO GET HIT”
