The cache IS at the posted coordinates. But you must meet the challenge qualifications before you claim your find.
I was recently able to claim my 17th and 18th "state oldest geocache" during the Mingo Madness Mega Event by finding GC30 and GC18 in Kansas and Colorado respectively. And with the oldest caches in DC and Puerto Rico added, it makes 20 states and territories that I have found. So in honor of all of those geocachers that go after oldies, here's a challenge you'll like: find the oldest geocache in 10 states. Only states and the District of Columbia count for this challenge. The challenge is rated given the amount of travel required, otherwise it is a D/T of 1.5/1.5. BYOP.
