The cache IS at the posted coordinates. But you must meet the challenge qualifications before you claim your find.
This is a simple challenge: find 10 geocaches of any type in 25 states for a total of 250 finds. The District of Columbia reluctantly counts for this one even though it is not a state. So does Puerto Rico, the U.S. Virgin Islands, Guam and the Northern Mariana Islands (if we're going to count non states, then let's count them all!). The cache is rated given the difficulty to get all of those finds. The challenge cache itself is probably a D/T of 1.5/1.5. You may sign the log any time, but only claim the find when you meet the requirements. BYOP.
