The B-52 was envisioned as a high-altitude bomber, but operational thinking changed over time, and it was decided that the BUFF would be a low-level, penetrating bomber.  Soviet air defense was thought to be so advanced a high-level bomber could not evade detection.  It would then fly just over the treetops, evading radar as it pushed into enemy airspace to deliver devastation.  Starting in 1959, the BUFFs would receive modification to better enable low-level operations.  Dubbed Big Four and all operational models of the BUFFs from C’s and later would be so-modified at a cost of just over $1 billion (in 2016 dollars). 

Big Four involved refitting the aircraft to carry and employ the AGM-28 Hound Dog nuclear cruise missile, ADM-20 Quail decoys (launched from the BUFF to confuse enemy radar), the AN/ALQ-27 Electronic Countermeasures (ECM), and terrain-clearance radar, doppler radar, low-level radar altimeters and other avionics systems which allowed the aircraft to conduct low-level flight.  572 BUFFs were modified under Big Four, and it was completed in 1963.  The H-models on the assembly lines after 1959 were built with Big Four equipment from the factory.  One of the key upgrades needed for low-level penetration flight were airframe strengthening modifications to cope with the added stress of the Hound Dog missiles.  The modification, while eventually successful, involved a lot of teething problems as the issues were resolved under subsequent programs such as Jolly Well.
