Background: The Pigeon River flows into Tennessee from North Carolina. For many years, the paper mill in Canton, NC, poured toxic chemicals into the river, creating a stretch of dead water that caused massive environmental problems. But the river has been cleaned up and is now used for recreation, including a stretch of whitewater around Hartford that is among the country's most visited.
