It is part of an outdoor exhibit about the local history of the oil tanker, Montebello. The tanker was torpedoed nearby and sunk by the Japanese during World War 2.
The container is in plain sight but it is locked 🔒
To obtain the combination and open the cache, you must complete the nearest location of the 10 part Adventure lab which will give you the clue to the combination. The number is entered on the first line of the lock. It is an unusual combo lock.

The cache has been placed with the permission and assistance of the nonprofit Morro Bay Maritime Museum and it is available in the outdoor portion of the museum which is free and available to the public. Please do not damage any of the exhibits at the museum while reading about the local maritime history which will provide you with the answers you need.
