This is "Takamatsu Port", a ferry terminal that connects Takamatsu and the islands of the Seto Inland Sea.
There is a pedestrian bridge overlooking Takamatsu Port and the Seto Inland Sea. I installed the cache inside the pedestrian bridge.
There are also some art works around "Takamatsu Port".
