#26 The Dogliest Detective and the Case of the Writing on the Wall

Divorce and child custody cases were not Toby's favorite work, however the Agency often used Toby for work involving kids.  Such cases had some high moments of success, but more often the work was emotionally draining and without a satisfying outcome.

Toby contemplated that while sitting through a meeting with the parents and teachers discussing what to do with Tommy, a brilliant but misbehaving boy whose parents were battling in court.  Even as they talked, Toby could see Tommy in the outer room fidgeting around and engaging with one of the bulletin boards on the wall.

When Toby's part of the meeting ended, he left the room and gently told Tommy they were ready to meet with him.  Toby gathered up his stuff and prepared to leave when his eyes fell upon the bulletin board Tommy had found so interesting.  It made him do a double-take:

Toby studied the bulletin board for a moment, then smiled and rolled his eyes.  He glanced towards the ongoing meeting and saw that everyone there was engrossed and getting emotional.  Toby knew the proper thing to do was to just stick to his job and let the others deal with Tommy's behavior.  But on the other hand, he thought, "Here is a puzzle!"

So Toby rearranged the letters of each key word in the first phrase to make it read "STATE of the ART".  When he saw nobody was paying attention to him, he couldn't help but quickly rearrange the letters in each of the other key words to make the phrases sensical.  He then left the school with at least a little sense of a success.

To get the coordinates for the cache, unscramble the anagrammed words to make a common phrase.  Then report to Certitude the first letter of the two key words in each phrase, separated by a plus sign.  For example the ten answers would be in the format of: "SA+AB+CD+EF+GH+IJ+KL+MN+OP+QR" (no spaces, no quotation marks, and upper/lower case does not matter).

You can validate your puzzle solution with certitude.
