As you park at the listed coordinates, you see an odd figure. He seems to have two faces, one smiling, one worried. He sees you, runs over, and starts speaking excitedly.
"Oh! Greetings, Halloween Town geocacher! Fancy seeing you here. It's a good thing I bumped into you, because I could really use your help!
As you know, I was re-elected this week by an overwhelming margin. (Why, yes, now that you mention it, I was running unopposed, but what does that have to do with anything?) But on my way back home from my victory speech, I was beset by those little hooligans, Lock, Shock, and Barrel, right here in this parking lot. And they stole my hat, tie, and badge!
I can't be sworn in as mayor without them. But I can't go looking for them, either! There's some sort of dreadful vulture guarding the area, I daren't get too close to Oogie Boogie's neighborhood, and Dr. Finklestein said he'd electrocute me if I ruined another one of his experiments!
But you're always crawling around unpleasant areas and such. I'm sure you could get my hat, tie, and badge back for me without any problems, couldn't you? Besides, I've got to get started on the plans for next Halloween...
Take this map. Those rotten kids have been taunting me with it, since they know I can't go looking for it. They drew exactly where my hat is at."
"You could either follow it, or if you would prefer coordinates, I think that nice Devers family might help you put them together..."
N 38° 46.A6B' W 77° C.DA1'
1838 - 192B
William T. Devers
18D5 - 1923
1854 - 18CA
"When you find out where those rotten kids' hideout is, log your find and let me know. I'll send in my crack staff to retrieve it. As your reward, if you like, you can even participate in our new Mayor for a Day program! Post a photo in your log of a member of your caching party in full mayoral regalia, if you like. Or, don't - it's up to you! Just please leave it in the hideout when you're done.
Also, I heard a rumor that you may be involved in some sort of rescue mission to save Santa. I don't know why, I think we're going to do a perfectly good job with Cachemas this year. But I'm a politician, so I keep my options open. Find my hat, and I'll give you a code word that should help."
