The Shimshon area, originally called "Antiquities" due to its proximity to Tel Ashkelon, was founded in 1955 on the plane-tree dunes to ease the housing crisis of Maabar C residents in the city. The water tower was built in 1954 in order to solve the problem of water supply to the microdistrict. Water supply from the tower to consumers, working by gravity, using the method of "blocking tools". In recent years, with the transition to multi-storey construction, modern systems have been added to pump and supply water to the surrounding area. However, this tower continues to function in the city's water supply system.
