The difficulty rating is more for the hide than the puzzle. Be advised that GZ is a high muggle area. Visiting GZ at night can help reduce the number of muggles and also has the benefit of giving you the view that inspired this cache's puzzle and title.
You are looking for a bison tube that is hanging below ground level. It is hidden out of sight from any angle.
