This one is easy for you Sponge Bob fans!  He's hiding in the lamp post skirt (that thing that covers the bolts and nuts that holds the light pole up).  Lift it up and you'll find it!!  But watch out for muggles (they are people that don't geocache!)  Be stealthy!
