景堂图书馆由冯平山先生创办。冯平山（1860-1931）生于新会，16岁赴暹罗（现泰国古称）谋生。冯平山事业有成后关注教育，在新会先后创办冯平山义塾、木工学校、新会平山小学，在香港资建香港中文大学图书馆、香港华商总会图书馆等。1922年，冯平山捐出十万元购地兴建位于新会市中心仁寿坊的景堂图书馆大楼。他先购买仁寿坊谭姓大屋，拆除后兴建图书馆，至1925年竣工，于1925年6月开馆。

The Jingtang Library was founded by Fung Ping Shan. Fung Ping Shan (1860-1931) was born in Xinhui. At the age of 16, he moved to Siam (the old name of Thailand) to earn a living. After succeeding in business, Fung focused on education. In Hong Kong, he donated to the construction of the library of the Chinese University of Hong Kong and the library of the Chinese General Chamber of Commerce. And in Xinhui, he founded the Fung Ping Shan Private School, the Woodworking School and the Ping Shan Primary School.
In 1922, Fung donated 10,000 yuan to build the library in Renshou Fang in the centre of Xinhui. He bought the Tan Mansion on Renshou Road and had it demolished to build the library. The library was completed in 1925 and opened to the public in June.
