The cache is not at the posted coordinates. Instead, you will need to solve a mystery to get the real coordinates of the cache. This mystery cache is intended to be fun, so if you get frustrated, you are welcome to email Toby's biographer and ask for further hints on this or any other Toby Mystery.
#28 The Dogliest Detective and the Case of the Capital Sentences
Toby found himself in yet another meeting with school teachers and court-appointed officials discussing Tommy, a boy whose parents were battling in court. Tommy's grades had recently fallen from A's to Incompletes and that brought about many more meetings.
A teacher showed the group an example of Tommy's recent work. "He doesn't even try anymore. He used to know all the state capitals, but now Tommy pretends he doesn't know them if the the states are on a map. Instead of writing the name of the capital city, he just writes sarcastic and mocking sentences."
Toby looked at Tommy's answer sheet and he could see that Tommy was being obstinate. He had seen that side of Tommy before, though he thought there was more to it than just intransigence. Toby's tail started wagging as he grabbed a red pen and circled part of the first answer.
"Was Mississippi the first state on the quiz?" Toby asked the teacher.
The teacher was shocked. "How did you know that?"
Toby spent a few moments examining the rest of the answer sheet and circling a part of each sentence. Then he gave it back to the teacher.
She said "Well. OK. I can see Tommy might deserve an 'A' for knowing the material, but he still will get an 'I' for being incorrigible."

To get the coordinates for the cache, find the state capital city name hidden in each sentence. Then report to Certitude the first letter of the city, separated by a plus sign. For example the ten answers would be in the format of: "J+A+B+C+D+E+F+G+H+I" (no spaces, no quotation marks, and upper/lower case does not matter).
