The posted coordinates (should) take you to a memorial. Actually, it takes you between two memorials. From the walking trail, look towards the street, you're interested in the memorial with the black circle atop it.
Thought this was a slightly different memorial than you would typically see so a good location for the start of an onsite puzzle.
At the memorial:
For the north coordinates, add the total sum of the letters in the 3 word title of the memorial +1 to the north of the posted coordinates.
For the west coordinates, add 2 times (the total sum of the letters in the 3 word title of the memorial) +1 to the west of the posted coordinates.
