Nena's '99 Luftballons' were created in 1983 against the background of the last phase of the Cold War in Germany in the 1980s. The stationing of nuclear Pershing II missiles in Germany began in 1983 as a result of the NATO double-track decision of 1979. This nuclear armament led to fears that the danger of nuclear war was increasing and was therefore met with massive resistance from parts of the population.
The song tells how 99 balloons float in the sky, are mistaken for UFOs and a general sends a squadron of 99 jet fighters to sound the alarm, if that's the case. But the air squadron shoots at the balloons in the sky, which the 99 war ministers of the neighboring countries mistakenly consider to be an attack and use as a pretext to expand their own sphere of power militarily. The result of 99 years of war is the end of human civilization on earth. The song then ends - in the English version - with the following lines:
99 dreams I have had
In every one a red balloon
It's all over and I'm standin' pretty
In this dust that was a city
If I could find a souvenir
Just to prove the world was here
And here is a red balloon
I think of you and let it fly.

The original German version also made it to the top of the charts in the USA, Japan, Mexico, Canada and Australia. An English language version was also produced a year later and was number 1 in the UK charts for three weeks.
