Listed coordinates should put you on the sidewalk in front of the Guernsey County Courthouse, finished in 1881. On the courthouse grounds are several monuments, plaques, and sculptures that honor local citizens who served our country either in the military or public service.
In recent years, the courthouse has become well-known as being a part of the downtown display known as the Dickens Victorian Village in November and December, with mannequins posed along the sidewalks dressed in costumes that represent winter scenes from 1850's England. And, the 21st Century is well-represented with holiday synchronized lights and audio for the Courthouse Light Show.
Although astronaut and US Senator John Glenn grew up in neighboring New Concord, he was actually born here in Cambridge. Other notables who called Guernsey County home are William Boyd, who played Hopalong Cassidy in the old black-and-white movies, and Robert T. Secrest, a US Congressman who served in various public roles for 50 years.

Included on the monument to "The War of the Rebellion," there are human figures that encircle the pedestal. [note: this question is NOT including the one soldier at the top of the monument.] The feet are approximately at the level of the top of the fence. How many feet total, whether barefoot or shod, are visible?
