This is a simple offset multicache, with some easy math to figure out the final coordinates. Both stages are located within the park, but stealth is suggested.
At the posted coordinates, you need to find a memorial brick with the name Pamela Jean P_ _ _ _ a, and the year she served on the council. Using the digits in the years, you will find the numbers needed to fill in the missing coordinates.
