Congratulations to MIShaw86 and Team Free Will for First-To-Find
 

The second in a series of nine, taking you to all of the communities of Goshen County, Wyoming.  
Torrington, Lingle, Ft. Laramie, Jay Em, Huntley, Veteran, Yoder, Hawk Springs and La Grange.

(Actually, there is a tenth, bonus cache, if you complete all nine. There will be a piece of information/clue in each cache, on a popsicle stick. 
Make sure you put the clue back in the cache.)

Wyoming is my adopted state, with Torrington, Goshen County, as my adopted town.    I have finally started hiding caches and wanted to see more mystery types, so I'm creating a Mystery Cache hide in each community in Goshen County.  The physical caches shouldn't be too hard to locate, and the Mystery puzzles can all be solved from home with a little research.  They are probably on the simple end of the spectrum and may be suitable to introduce new geocachers to mystery puzzles.

Lingle has a nice park, good for children, with a playground  and plenty of grassed area.  There is also a band shell that was built by the Work Progress Administration (WPA).


They recently installed a series of 16 storyboards along the sidewalk surrounding the park, with a story for kids.  They try to change out the story every month. 
The speed limit in town, on the main highways going through town, is 30 mph.  Since the speed limit on those highways leading into town is 70 mph, be prepared to SLOW DOWN. (They sometimes have one of those radar speed boards out, to let you know how fast to are going as you enter the town.)

The Cache:

The cache is NOT at the posted coordinates.

The posted coordinates will take you to the town hall.

 

The final North and West coordinates differ from the posted coordinates only in the last 3 digits of the minutes.

The final 3 digits of the North coordinates can be determined by:

Total the sum of the digits of the year the band shell in Whipple Park was built (or started),

Multiply that total by 8,

Add 3

Add that number to the last 3 digits of the posted North minutes coordinates.

 

The final 3 digits of the West minutes coordinates can be determined by:

Taking the last 3 digits of the posted West minutes coordinates,

Add the number of people Lingle lost between the 2000 and 2010 census,

 

FYI, Lingle is my best “hide” of the series and, unfortunately, the one where stealth is impossible when muggles are around

Muggles are likely on the weekends at both the Lingle and Ft. Laramie caches of this series (well, probably not in the early morning), but at least at Ft. Laramie the hide is slightly removed from foot traffic and stealth techniques can work.

While planning the Lingle hide, I visited the site several times during the week and had no problems.
