Correctional institutions to be renamed

The Government published a notice in the Gazette on the amalgamation of Ma Po Ping Prison (MPP) and Tong Fuk Centre (TFC) into one institution known as Tong Fuk Correctional Institution (TFCI), as well as the renaming of Hei Ling Chau Addiction Treatment Centre (Annex) (HLTC(A)) to Nei Kwu Correctional Institution. Both changes will take effect on February 25.
Established in 1966, MPP and TFC are situated at 31 Ma Po Ping Road, Lantau Island. These medium security institutions accommodate 600 and 375 male adult offenders respectively.
The Correctional Services Department's Senior Superintendent (Penal Administration), Mr Kan Chi-keung explained, "Although MPP and TFC have been individual institutions in this classification for a long time, they have been sharing the same entrance and part of the facilities. Their management and operation are even more intimate.
"In order to facilitate future administration of these institutions, they will be amalgamated to become one institution renamed TFCI."
The HLTC(A) has a certified accommodation of 236. It came into operation on February 25, 2002, and is under the management of the main centre. Mr Kan said, "To relocate resources and enhance drug addiction treatment services, part of the certified accommodation for female prisoners will change to accommodation for female drug addiction inmates on February 25. At that time, the institution will be renamed the Nei Kwu Correctional Institution."
Mr Kan added that the changes would help institutions produce economies of scale in the use of resources, enhance services and operational efficiency, and further improve the rehabilitation facilities.
