At the posted coordinates, you will find a history of City Hall and City Hall Park engraved into the ground. Around these engravings is a 19-word sentence that you will use to determine the location of the cache at the final coordinates. Once you have the answer for the field puzzle, head to the waypoint coordinates to find the cache!
