Federation Council was formed in 2016 with the merger of Corowa and Urana Shires. The main towns are Corowa, Howlong and Urana. Hopefully you are here to do the Adventure Lab that uses the same the waypoint (it can be accessed here Federation Small Towns Adventure Lab). Each answer uses the same numbers to create a multi nearby - the photo in the gallery will give you a hint of where you need to be.
You are at the War Memorial Park in Oaklands - there is a plaque on a piece of artillery commemorating Bill Copper. There are two years on the plaque - these will equal ABCDEF (don't need the century twice).

You are looking for a micro cache (bring your own pen) - no need to jump the fence. As with all bush caches in Australia beware of snakes in warm weather.
