Another in this series of multicaches themed on the collective names of animals.
A group of EELS can be called a SWARM, a BED, or a CONGRESS. When I think of a group of creatures I'd prefer to avoid at this time, it's got to be a CONGRESS.
The original CONGRESS OF EELS was muggled, so this is its reincarnation.
The geocache itself is pretty simple. Stage one is a magnetic chip with coordinates to the final. Stage two is a small metal can containing a log sheet.
