This is a challenge cache cache and is at the posted coordinates. You can sign the physical paper any time, but to log it online as found you also need to complete the challenge.
For each of any 3 counties, find a pair of geocaches in the same county that have a difference in elevation of at least 3000'. They can be any type, difficulty, and terrain, and found any date. The three pairs do have to be in different counties. The 3 counties can be any you want in any state, though I'd recommend the rocky mountain west states near here.
So essentially find one down in a valley and one up high on a mountain.
