A preposterous puzzle based on The Picnic Game. The posted coordinates are a perfect place to picnic, but the cache is not placed there.
In The Picnic Game someone thinks of a rule for what can be brought to an imaginary picnic. But they don't tell anyone what the rule is. Other players take turns trying to figure out the rule by proposing a food to bring, and learning whether or not they can bring that food.
At the Picnic in Peekskill, such a secret rule was in effect, apparently. Because while the following foods WERE seen at the picnic:
