Sorry if you are getting deja vu at this location. This is my fourth attempt at a cache here, so odds are you have been here before. Still a nice place to come and take in the view.
cache could be slightly under water but the tool and cache are both waterproof so should be good.
Step #1 - Make sure to use STEALTH. This cache is very vulnerable to muggles during extraction and replacement. Please make sure no one is around (especially curious kiddos) before you go for this one to preserve it's life in the game.
Step #2 - Retrieve the cache. (See hint for help & provided tool)
Step #3 - Slowly push the cache so it's reachable without "getting it wet". Teamwork and communciation helps with this. Use the decoder to solve for the combination
Step #4 - Make sure no one is watching you and return the cache back to its original position, CENTERED and OUT OF VIEW. Please also return the tool.
