The Federation Council is a local government area located in the Riverina region of New South Wales, Australia. This area was formed in 2016 from the merger of the Corowa Shire with its neighbouring Urana Shire. These caches are some random additions to encourage more visitors to this part of the world.

This is a line from a song (Hummer) from one of the greatest albums of the 1990s - Siamese Dream by the Smashing Pumpkins.
For some reason this song came to mind when I stopped at this new bit of infrastructure.
Plenty of parking here, and like all Australian country caches, snakes might be present in summer.
