This is NOT a puzzle, and while the cache is NOT at the posted coordinates, a QR code sticker is. HQ requires that it be listed as a mystery\unknown cache type.
For this cache you WILL need a smart phone, or a camera and and laptop with software to translate QR codes or Internet access from the field. Otherwise, you'll have to take a picture, go home to translate it and return later. Most people have smart phones now.
NOTE: Sometimes, your camera app is fine with QR codes, but sometimes it wants you to select an app to open it with and it will not show the entire message. If that happens, you should use a dedicated QR code reader app.
Scan the QR code at the posted coordinates (pole). That will give you instructions that you must follow to receive the coordinates.
You will be in a shopping center parking lot but near the fringes so people shouldn't be much of a problem. The host is not a micro, but...
