The first ever in the Diplomatic Enclave, I believe. Hidden as far away from any curious eyes as possible in this area. The difficulty here and at the other two is that you need to find and replace the caches employing all your stealth skills. This one, like the other two, should be easy to find in less than a minute. It's probably worth moving away from the hide site to open and sign. Please return as discretely as you can. Good luck!
