When I arrived in Pennsylvania in 1970, Interstate 81 was complete from the PA Line to Route 11 in Carlisle. The exit numbers near Chambersburg were 5 (current Exit 14), 6 (current Exit 16), and 8 (current Exit 20). There was no Exit 7. This was due to a disagreement between Penn DOT and local persons of wealth and power as to where the fourth exist would be located. The locals wanted the exit south of exit 5 and Penn DOT wanted it located north of exit 6, which accounts for the lack of an Exit 7 in the original numbering. At that time, there was a bridge over I-81 here, a bit north of the current Exit 17, where Walker Road formerly crossed the interstate. The bridge was removed upon the opening of Exit 17 in 2005 to allow for extended northbound entrance and southbound exit ramps. Thirty-five years after I moved to Pennsylvania, Exit 17 was opened at the approximate location of the original Exit 7. Previous supervisor boards spent $1 million fighting construction of an Exit 17, originally known as Exit 7.
