As for your location, here's some information if you dig:
Thanks to dawnroseE, we now know what purpose this structure served! It was the Ashland Fire Department hosehouse. It was built under Roosevelts W.P.A. program in 1939, at the requests of people who frequented Washington Park and who lived in houses on this side of the borough, seeing as the response time for the fire department on this side of town was sometimes slow. This allowed citizens to man a fire hose before the fire apparatus arrived if need be.
As for all my caches, they are named for songs. This cache is named after Queen's '39 for obvious reasons.
