Choi Hung Road Playground was built by the Urban Council and opened on 14 July 1964 by Urban Councillor Elsie Elliott. The park was later expanded to occupy the site formerly occupied by the adjacent Kai Tak Amusement Park.

Kai Tak Amusement Park was opened on 31 January 1965. Fairground attractions included bumper cars, Ferris wheel, merry-go-rounds, teacups and the first roller-coaster system in Hong Kong. Till 1977, the opening of Ocean Park in Aberdeen and the expansion of Lai Yuen made the operation of the park more difficult. Therefore, it was officially closed in April 1982, and the original site was merged into the Choi Hung Road Playground managed by the government.
