With a stone obtained from the nearby Kyune stone quarries, this monument was erected by the inmates of the Utah State Penitentiary as they were working on the Castle Gate-Duchesne Road. 

 

The monument honors Simon Bamberger, who acted as Governor of Utah from 1917 through 1920. Along with being the fourth Utah State Governor, Bamberger is known for being the first non-Mormon, the first democrat, as well as the first, and to date only, Jewish Governor of Utah.
