You do not need to cross a fence or anything like that, it is on publicly accessible land next to the parking lot.
I know a dog that loves to watch this park and bark at people and the wind and the rain and whatever brings his soul joy. I figured hiding a cache here would bring more traffic to the park and bring more joy to this dog's (already happy) life! If you have your own pet this is a great place to let them run!
