江戸時代は大和川は、現在と異なり河内平野を北に向かって流れてました。そして、淀川下流部の大阪城の北あたりで、合流してました。合流付近では、上流からの土砂が大量に溜まり、多数の砂州（島）が形成されていました。砂州（島の流域に広がる低湿地帯では、度重なる水害に悩まされていました。こうした水害を防ぐため、幕府は、淀川改修に着手します。幕府の命を受けた河村瑞賢は、1684年、九条島を開削、そして曲がりくねった河川を直線的な河道とする約３kmの新しい川、安治川を造りました。大和川の付け替え工事は、約８ヶ月の短期間で完了し、これにより淀川から大和川が切り離され大阪平野の洪水被害は減少しました。

The low marshes that spread across the island's watershed were plagued by repeated floods.In order to prevent such flood damage, the shogunate started repairing the Yodo River. In 1684, under orders from the shogunate, Kawamura Zuiken excavated Kujo Island and created a new river, the Aji River, about 3 km long, with a winding river as a straight channel.The replacement work of the Yamato River was completed in a short period of about eight months, cutting off the Yamato River from the Yodo River and reducing flood damage in the Osaka Plain.
