The last section of the ecological belt blueway here was still not opened in mid-September 2023 but should open soon. In the meantime a detour along the road to the south and then an underpass is needed. (The roadway is designed like a formula 1 race track and people drive accordingly on it.)
Possibly the wire mesh is for wildlife protection, to prevent wildlife such as small animals or birds from entering the pipe and getting trapped or injured? If so, it's a remarkably thoughtful design intervention. Or possibly it's for visual amenity, designed to become gradually engulfed in greenery, thus hiding the discharge point.
