Zgrada današnjeg kina Tuškanac izgrađena je davne 1838. godine kao Gradska streljana koja je dogradnjom velike dvorane za priredbe postala centar građanskog društvenog i zabavnog života 19. stoljeća. Nakon odlaska druge scene HNK u današnju Gavellu 1929. godine, dvorana se prenamjenjuje u kino. Za vrijeme NDH kino se zove Urania, a nakon 2. svjetskog rata postaje kino Sloboda. Sedamdesetih i osamdesetih kino živi svoje zlatno doba.

Red za karte je najčešće bio daleko izvan blagajne u predvorju. Po karte je ponekad trebalo doći sat vremena prije iako ni to nije bila garancija, jer su tapkaroši imali sva najbolja mjesta u kinu i višestruko skuplje prodavali mjesta u rasprodanom kinu. Devedesetih kino mijenja ime u Tuškanac, i kao i kod svih kina u sklopu poduzeća Kinematografi dolazi do pada gledanosti.

Hrvatski filmski savez u suradnji s Hrvatskom kinotekom pokrenuo je 2001. godine Filmske programe zbog višegodišnje siromašne ponude filmske umjetnosti, zbog nedostatka mjesta gdje se prikazuju nerepertoarni, nekomercijalni filmovi, kinotečni sadržaji, alternativa, eksperimentalni i neprofesijski film te zbog potrebe za obrazovnim sadržajem za pedesetak tisuća srednjoškolaca i studenata u Zagrebu kojima je studij vezan na medijsku kulturu odnosno povijest filma.

The building of today's Tuškanac cinema was built way back in 1838 as the City Shooting Range, which became the center of civic social and entertainment life in the 19th century with the addition of a large performance hall. After the move of the second scene of the Croatian National Theater to today's Gavella in 1929, the hall was converted into a cinema. During the NDH, the cinema was called Urania, and after the Second World War it became the Sloboda cinema. In the seventies and eighties, cinema lived its golden age.

The line for tickets was usually far beyond the ticket office in the lobby. You sometimes had to come an hour before to pick up the tickets, although even that was not a guarantee, because the smugglers had all the best seats in the cinema and sold seats for many times more expensive in a sold-out cinema. In the 1990s, the cinema changed its name to Tuškanac, and as with all cinemas within the Kinematografi company, viewership declined.

In 2001, Croatian Film Association in collaboration with the Croatian Cinematheque started the project entitled Film Programmes. The main reason behind it was the years’ long poor offer of film art mainly because until now, there has not been a suitable place for screening classic, contemporary, recent production, alternative or amateur film titles. In addition to this, there is a great need for educational programs for about fifty thousand high school and university students in Zagreb whose studies are connected to media culture of history of film.
