If you have done a lot of puzzle caches, you have most likely had to use a decryption tool for some of them. This one uses a common tool ( Here is one that will help you determine what kind of cipher is used ) but also requires a bit of other knowledge. The tool may be able to decrypt without knowing the key, but if you can figure out the correct key, it will give you the desired result. There are two stages to this one:
In stage 1, you will need to figure out the key to use, and then use the tool to decrypt.
In stage 2 you will have to decrypt the embedded cipher using a different key.
